It would be sad and misleading if African scholars are deprived of independence to the extent that they cannot undertake research that would be beneficial to national development. The suggestion has been that by putting the premium on personal advancement, research into problems of national concern which may be at variance with the political leadership, has tended to have very limited attraction.
