According to the Fifa statement published on their website, the world football governing body acted in accordance with Article 7 part 2 of the Fifa statutes.

“Executive bodies of Member Associations may under exceptional circumstances be removed from office by the Executive Committee in consultation with the relevant Confederation and replaced by a normalszation committee for a specific period of time.”
